Fastest path to a cyno alt

I don't really want to pay another sub and want to pause training for the shortest possible time on my main. Can anyone help with suggesting what the quickest route to a functional cyno alt is?

Step 1: Make a non amarr character
Step 2: Train whichever is shortest Cynosural Field Theory and Racial Frigate until fuel fits in a mining frigate.

It's very advanced stuff I know, so you shouldn't feel sad you were unable to figure this out by yourself.

Step 2: Train Cynosural Field Theory

Fuel always fits in a Magnate.
