Every situation is different and requires a different set of tactics. Lets all stop pretending there is only one way of doing things.

For most of what I have done, a cov-ops frigs does just fine for ganking plex fleets or giving a warp in for your fleet. Doesn't mean it's the only way to do it, but it works for me.

With perfect skills:

The T3 will be able to hold a tackle for much longer against a combat ship. But it is much more expensive and in order to have the equivalent sneakiness and scanning power needs to kill its own damage and tank.

In other words, its a risk vs. reward, if you want something that will be able to hold something for a gank longer and are willing to risk the ISK and SP, go with a T3. A scanning frigate wont last long at all against much of anything.

If you just want to scan sites and stuff down, IMO, a T3 is a stupid risk.
