The age of the character is irrelevant. You're asking about a very basic mechanic of Eve: if you've been playing the game for four years and don't know which factors affect lock times, I have to wonder what you've been doing all this time. That was one of the first things I learned, about the same time I figured out that each weapon system had dedicated weapon upgrades and other such things.
