Mining Foreman Mindlink question

In the Evelopedia it states:

Effect: 50% increase to the command bonus of Mining Foreman Link modules.
Replaces mining foreman skill bonus with fixed 15% mining yield bonus.

Could someone enlighten me please as to the replacement aspect. I assume the 15% increase would be more than the skill?

Mining Foreman provides a 2% boost per skill level to mining yield. Like all skills, it has 5 ranks. Max benefit from the Mining Foreman skill is 10% yield boost. So yeah, the bonus is 5% higher assuming I did all of that correctly.
