Rules of engagement?

Since my career has leaned towards the mining and science paths, I am not too familiar with the rules of engagment towards players. Granted, my combat prowness (at the moment) is about the equivalent of using a water squirt gun at a bullet gun fight, having the knowledge on when to attack and when to defend would be helpful.

I ask because I exited a high security station earlier this morning; and as I was aligning away, a solid red player appeared on my interface. The player had a -9.8 security rating but did not threatening me in any manner - no flashing red. While I know if they did start to flash red, I would have to fight or flight. But since this player did not, could I have been the aggressor, especially with the rules involving Concord in high security space? That is, I could have attempted to destroy them Roll without Concord deciding I needed to be removed too?

After reading the forums and how miners and the ilk have the potential to be attacked, I would like to know the rules of engagment towards players of low security ratings. If they are spelled out somewhere, then a bit of directional guidance would be appreciated.

I always thought you could fire on -5 or below without consequence. I've never tried it though.

You might want to read the Criminal Flagging EVElopedia article, specifically the "What will/won't trigger concord" section.
