Using more then 3 ballistic control is not very efficient because of the stack penalty.
Use a damage control unit II.

I had 4 on my golem. I wouldn't put anything else there on my golem :)

I have been checking and playing around with EFT but I cannot fit a decent fit with T2 Cruise Missile launchers.

Does anyone have any suggestions?

Should it be passive or active for tanking?

How about you put some bloody effort in.
Is it for l4 missions? pvp? Give some info on the scenario you require a fitting for.

Or better yet there's a test server you can use to try out your eft efforts. If people just give you fits you're missing out on the best parts of eve(overcoming the steep learning curve).

Why don't you come back with the best fit you can come up with and then people can comment on it. You'll also learn more as people will explain what they don't like about your fit and passing on some knowledge to you.

I did put a good amount of effort in, because I knew asking here might get a response like yours :)

The problem is I don't even know where to start when it comes to why use such and such a mod in the mods, how many, or what to use in the lows.

I was looking for an L4 Mission Runner. I was also trying to find one that might work well if I need to clear a Ladar or Grav Site in a WH, but not run sleepers with it because apparently they dont work well for that.

I can fly a Tengu, just kind of frustrated that I wasted the time to train Cruise Missiles to V when it seems the ship has no use.

Step away from the Raven, the Rattlesnake is fun to use.

You can learn a lot from http://www.battleclinic.com/. Sort the raven mission fits by votes.

Navy raven is the best ship for T2 cruise missiles.

1. as mentioned CCC is french for bad bad bad on a raven. Rigor FTW.
2. IMHO SBA's suck. You will get a much better/sustainable tank with invulns/hardeners and overheating.
3. Target painter is an absolute requirement.
4. Cap booster 800 is probably your best bet, although its a ***** to learn how to use, and an uber ***** to learn at low SP.

That being said I have lost ships to burning out modules and running out of cap with cap boosters. Eve learning curve FTW. Yes, I've made every penny back since.
