You're right... it does more than twice the DPS at that range. At any rate, Harb with full rack of HPLs, 3 heatsinks (admittedly, not an easy fit) does 601 (turret) DPS with faction multi. Swapping to a 2 heatsink+2 TE fit (much easier fit) it can put down 426 DPS w/ Scorch at 30km.

Which is compared to the arty Harb's 100ish DPS at 30km with Quake and 160-170ish with faction shortrange ammo or Tremor.

This is my final Shild/Nano Harbinger setup. I don't fly this ship Drake, or Hurricane much @ all anymore (because of Talos). It outdamages a Artillery-Hurricane to about 32,000m. That's with both ships using thier maximum drone bandwidth and thermal drones.

It's funny, but this ship CAN school a Talos in warp distruptor range. Why don't I fly anymore then? I just don't like the damage profile and capacitor useage and the Talos brings down Cynabals and Vagabonds fairly quickly. Not to metion the Talos is alot faster. There's also, like a 100 + d per second difference between the Talos and Harbinger @ 28,000m.

There where a few engagements where the Harbingers capacitor lamed me hard and the damage profile compounded the issue.

Another helpful, but under appreciated factor is the Harbingers drone bandwidth. Which translates into Ecm Drones and damage drones. The above setup does 800 d per second easily (900+ overloaded). That's without heat.

Before I put this setup together. I defeated a few shield harbinger setups in my Hurricane. The above setup is different. I would have to be on top of the ship in a Hurricane from the start and I wouldn't win the damage or ehp contest. Neutralizers would be the only thing that could help a Hurricane win an engagement, with the above setup.

THE HARBINGER WAS A TEIR 3 BEFORE TEIR 3's WERE RELEASED...

Read the parts about drones = / anyway. Point is pulse lasers do have the worst tracking and they use alot of capacitor.

Ok, so there's now one question I'd like you to answer:

"Do you think that lasers are above other turret types or are they just different?"

Because if yes you can stick with what we have. And if second then we must assume that a "cap bonus" is no more a "bonus".

How about making it a tertiary bonus on every Amarr hull with enough turret hardpoints and in the meantime give real bonuses. Like 5% damage to Maller/Prophecy and 7.5% tracking to Omen/Harbinger/Geddon. The first will make reasonble to fit lasers in the first place while the second will boost tracking of pulses almost to the level of unbonused ACs/Blasters making them a little bit more competitive in brawl situations.

Also a Legion sub must either have this 7.5% tracking bonus like other top-tier turret subs or have the drones.
