It's not, if you look at the statistics you can clearly see that 99% of the systems have some form of activity on a daily basis.

Also, the number of systems in eve has not increased at all in line with the growth of the playerbase.

Eve was designed to house a large player base, hence they haven't expanded and quite simply it isn't needed.

Enlarging low sec would completely kill ~surprise pvp~ (otherwise known as ganking carebears). Because low sec is depopulated exploration, mission running even mining there can easily be done 100% risk free. Someone finds you and hangs around? Go five jumps to the next empty system.

Hell I just spent a few weeks in Aridia, half the people there won't even undock if there is another player in local. Eve would be better IMHO if it was a little busier in the average system.

Even whs are pretty damn empty until you get above c4s, although players are coming back to them since the incursion nerf which is nice.

Oh hell yes this.

Although im not sure about the efficacy of nerfing jump range, tbh I'd like to see them changed to a different role. Preferably something nearly as risk free, but a little time consuming. Like making them "black ops freighters" instead. Give them quick aligns, built in covert ops hell throw on a warp core bonus and interdiction nullification for the hell of it.

It'd still be risk free, especially with a scout, but it wouldn't be so damn easy to move ships, minerals and loot about.

Eventually, hopefully, the playerbase will be big enough that more systems will be needed. When that happens, it'd be cool if they were unlocked in a player event.

1) "Deactivated" stargates start showing up as cosmic anomalies. Players who discover them can repair them to open up a new system.
2) The new system has more "Deactivated" gates that connect to the wider network (wherever is appropriate for the system).
3) Instead of building outposts, the system has derelict stations similar to low or hisec which players can reactivate.

However, we're nowhere near that point. Null and hisec are ghost towns. Something needs to push people to spread out and get out of empire. Maybe changes to wardec mechanics, or a large nullsec powerblock dedicated to waging an endless war on empire. Something emergent like that would be really fun.

I think factional warfare should have a big and significant impact on population spread out. Highsec should be able to become much more affected by it. But still make it so mission runners and new players still have the operational space to come into the game and doing it relatively safe. But FW should be able to affect it somehow, like making highsec system suddenly lowsec systems and then eventually a nullsec system. It is up to the choice of the current system holders. Like a vote. In a way that would create more systems wouldn't it^^ or at least make it very diverse hehe
