Hi,
i m trying to access Astroo Opeau (Alsottobier), but his answer is: no work for you.
He is a level 3 cosmos agent ; my gallente standing is 3.6 (in fact 2,75 + 0,85 from connection skill) ... and 3,6 being greater than 3, he should provide the mission
In the same system, there is Croir Arghe, level 4 cosmos agent: he answers that i don't have the correct standing, and he advises to run other missions to increase my standing ... i understand that part, since, a standing of 5 is mandatory for level 4 agents.
Could someone explain why i can not mission for Astroo Opeau ?

When the 'Agents Made Easy' expansion happened, it affected all agents, including Cosmos. A little while later CCP decided to revert the Cosmos Agents back to their original standing requirement due to them being too easy to access and allowing players to quickly gain Faction standing. In the process of doing that, some bugs emerged and aspects were changed such as Agents not showing correct standing requirement, agents no longer giving out missions, first time speaking with agent and declining initial mission offer is logged as letting mission offer expire, etc..

Anyway, Cosmos Agents will only accept Faction standing for access and also require a higher amount of Faction standing for access compared to regular agents. Access is based on the old Agent Quality level standing requirement.

So, the Agent you're trying to access requires +4 or higher Gallente Faction standing. This Evelopedia page has the correct Faction standing requirement listed for all Cosmos Agents :

A couple of things to note, Cosmos agents can only be completed once in the life of your character. And since you can't decline the initial mission offer and go back later, make sure you only talk to one agent at a time and allow yourself plenty of in-game time to complete that agents mission. Above all else, when dealing with Cosmos Agents, always remember this :

DO NOT FAIL, QUIT, DECLINE OR LET MISSION OFFER EXPIRE

All agents will accept standings modified by social skills. You can show info on the agent and in the agent info box look in the standings tab - towards the bottom of it will be the agents personal standing towards you. If there's a positive number, then you've completed missions for that agent. If it shows 0.00 and you've never accessed that agent before and have the required amount of modified Faction standing and still no access, file a petition. It will take some time for an answer, up to a week.

Another point, sometimes after gaining the standing required the agent won't recognize the standing, log out and then log back in will basically reset the server to acknowledge your current standings.
