You don't need a BS for l4s, but you can get into a BS faster than you can a cruiser/BC hull that will tank them and put out enough DPS to run them at an acceptable pace. While the Mach is considered to be the King of PVE by many, that also requires Gallente BS to unlock, and GBS requires Gal Cruiser which requires Gal Frigate etc. Best to stick with one race until you're comfortable.

That said, the GUNS GUNS GUNS T1 Minmatar progression for PVE goes something like this:

Rifter - level 1 missions. Skill guns, navigation and armor or shield.

Thrasher - level 1 and some level 2 missions. Keep skilling.

Rupture - level 2 and maybe some level 3 missions. Armor/shield and navigation should be acceptable by now, keep skilling guns, start skilling drones.*

Hurricane - level 3 missions. Keep skilling guns and drones and tank of your choosing. Consider missiles for the Hurricane's utility slots, though the Mael doesn't use them so they're kinda optional if you're heading straight for it. Before moving on from L3 missions you should be able to use t2 scout drones (see below) and t2 gank mods - Gyros and Tracking Enhancers.

Maelstrom - level 4 missions. Though if you've focused on armor tank skills until this point a Tempest *may* be in order until you can fit a full T2 shield tank. By now you should have t2 scout drones - get the Gallente and Minmatar specs for hobgoblin IIs and warrior IIs and you can safely stop there while you focus on nailing down T2 large autocannon and artillery.

Note that as a shield tanker the Mael can practically shrug off serpentis and guristas and Mission Generic (eg mercenaries). Angel can still give you a bit of trouble if you're not careful, as can Rogue Drones. Sansha/Blood and Amarr (if you do faction missions) will be the biggest damage dealers to a shield tank.

if you are planning on running some lvl4 missions (lvl5s cannot be solo'd effectively), here is some numbers for you to consider:
- in most missions, you will have to kill enemies outside of 50km, in some of them even as far as 120km.
- most minmatar ships under battleship size have effective weapon ranges under 30km, whereas battleships can reach out to 70km and beyond
- assuming you're flying 500m/s, you will need 40 seconds to several minutes of travel to even start shooting
- a typical lvl4 will contain a dozen or more pirate battleships, each of them having over 20000hp
- a well-fitted battleship can deal over 1000dps, while most cruiser-sized ships are usually around 500

i'll spare you the tanking part of the issue as the problem should be pretty clear by now.

So it looks like ill be stuck flying a space pig in the future then.... I figured if anything a battlecruiser would be able to stand up to the punishment of higher end missions maybe the tech 2 versions or something. i was really crossing my fingers and wishing i did not have to train anyhing above a battlecruiser. :(

To be sure. the sleipnir can definitely do lvl 4 missions, you just have to be more careful than you do in say, a maelstrom. It's a little more involved as far as piloting is concerned, but you can definitely do them pretty easily. You can also do the higher level missions in something like an assault frig for funsies, but it generally doesn't have the best ISK/hour
