Last night i capturing caldari fw plex in M milita for Gallente and those Caldari NPC don't attack me.
My Caldari standing is 3.92 ,is that a reseon why caldari do not attack me?
and is that a game Bug?

If you are suspecting a behavior to be a bug please feel free to create a bug report, ingame you can even use a nice an easy bug reporting tool (F12).
