Can't make my mind up regarding Caldari and Minmatar

As many others have said, Minmatar is actually pretty good even at PVE. I don't rat alot, but when I do, seeing cruisers disappear at the push of a button makes me feel all warm and fuzzy inside.

For the refference, Minmatar is more oriented towards dealing alpha strikes (read: critical strikes or (Wrecking!) hits) and in order to get those alphas, you'll need really good tracking and range - and by range, I'm not necessarily talking about optimal; you can shoot in your falloff and get really good damage as well. However, to get the best results with this race, you'll need to invest a lot of skillpoints in gunnery, but this will pay off heavily later on if you get into pvp.

For the refference, here is the Maelstrom pve fit I use. I usually shoot at around 60-80 km, 80 being good only for sniping frigates, 60 being the range at which I shred the armor plates off of battleships in 4 blows.

Of course, if you do not have skills for any of these mods go for their meta (also called named) counterparts; try to get the highest meta level ones that are still affordable (i. e. not over 1 million ISK).

Also, don't get too close to the rats and don't let them get too close, or they will chew you up eventually. The tank is there for emergencies only, but won't hold out long in close range.

I'd go for the Maelstrom then, as it's good for both PvE as PvP. You can use the shield skills for Caldari ships too and once you're done with T2 large guns you may as well train Cruise missiles for the Typhoon and use them on Caldari battleships.

And you'll get enough money for more battleships in no time. 100 million isn't a lot if you do your regular L4s.
