Has anyone got any good fitting tips for a first build?

Is this even a good ship to start with?

I just want it for running missions to start with.

High Slots: Three small energy turrets. Get the best available at your price range and make sure they're something you can equip. Travel with two types of ammo: multifrequency (white) and microwave (orange). Microwave lets you shoot at a longer distance while multi is shorter and more powerful. You can switch these out during a fight, which means you can pick some off from a distance and also when they're very close.

Train a skill called 'energy emission systems' and get a device called a 'Small Nosferatu I.' It allows you to steal energy from other ships.

Midslot:
An afterburner and a cap recharger. You'll need Energy Grid Upgrades 2 for the recharger.

Low slots:
An armor repair. If you're doing L1s in Amarr space, you probably want a Energized EM Membrane. You'll need Hull Upgrades 3 for this.

Yes, you can fly L1s in a Punisher. Just remember that it's intended to be disposable. For my first Punisher, I just stuck the cheapest stuff I could in it and if a mob I fought dropped something better, I switched to that.

Thank you. I'll get the Energised EM Membrane and I've already got an armour repair and a damge control on low. Would you fit anythign else in the fourth lower slot?

you could use plates, or another hardener (EANM which does all four resists, or another EM)

Doesn't look like I have enough CPU for two energised membranes so I might go for the Energized EM Membrane and an Adaptive Nano Plate.

Use something like this, it's not stable but you don't have to be anyway (and actually getting used early on to not being stable makes you a better pilot as you'll learn to cope with it).

If you do the advanced military career tutorial (accessible via F12, career agents) you'll get a Coercer for free when you complete it. That is a MUCH better mission ship than the Punisher and it can also act as a cheap salvage ship when you move on to other ships. It has effectively the same type of fit but it does way more dps, has better range and tracking.

Hm, didn't even think about damage/tracking mods in the lows (though for PVE, I never bothered TBH). Those are also quite viable options.

As for your lack of CPU -- you can rectify that with the "Electronics" Skill (engineering, energy systems operation, energy management, and the other skills in the "Core Competency" certificate set are also very good to have).

Need to work on your core skills then.

Enigeering and electronics to V 25% bonus to grid and cpu

Weapon upgrades V and advanced weapon upgrades V 25% reduction cpu from weapon mods, and 10% reduction in powergrid need.

If you're new to EVE, I wouldn't immediately go for Engineering and Electronics V. They're something you want eventually, but there are lots of faster to train skills that are just as useful.

Well I'm going to try following the certificates to keep skill training focused on combat, but yeah, having that extra room for fittings will always be handy.

I'm probably going to stick with the armour build too rather than weapon focus. The stuff I find in PVE tends to go down pretty sharpish. My main issues is waiting for the ship to lock on to the next target and start firing again rather than the amount or accuracy of the damage.

Go for Core Competency: Basic-certificate, might feel like a waste of time, but doesn't take long and helps a lot. In time progress to Core Competency: Standard, etc.

You need to train Targetting so you can lock multiple targets at once and immediately be able to fire on the next. The Punisher has a soft limit of 4 targets it can track at once, but you have to have Targetting at III before you can get those extra targets - it's an Electronic skill.
