Missions not respawning

This has occurred the last 2 days in a row.

I started doing a Dread Pirate Scarlet mission last night and logged off while in the 2nd Pocket. I log in after downtime to complete the mission and everything is gone (no gates, rats, etc.).

Is my only option to fail the mission?
