If cat and mouse appeals to you I do advice you to go to lowsec. It is simpler because you can be pretty sure almost everybody is out to gank you and you will act accordingly. In highsec most people will not care about your presence and it could lure you into a false sense of security. Most whining on the forums is from those who lost their stuff while feeling safe.
