Goons have said for a while now, that only stupid Goons go to high sec with their tagged toons. They have neutral alts - and use Concord like all the carebears they argue against - to do anything important in high sec. Look at the wars Goons and TEST have running with high sec alliances, they get demolished with the new ally system. It's not any real null alliance miners are fighting, it's the NPC corp ganker alts that you can't stop. Even if you target ganker corps, they're the minority, and would just drop corp and reform in a new corp to shed any wardec.

Goons are a lot of things, but dumb isn't one of them. They can afford to pay people to do whatever they want so they don't have to even bother trying to do it themselves. They don't have to take any risks, and get all the reward. Sometimes you just have to tip your hat, and say 'good job' and stop whining about it.
