Can't access Gallente and Minmatar circle agents, what could be wrong?

I have referred here and here to find starting circle agent. I have successfully run a full circle for Caldari and Amarr (although there were discrepancies between the two sources, and Evelopedia was wrong).
Now I'm trying the same for other two factions. Only the second Gallente agent from Evelopedia's list gave me the mission, referred to the third, but the third is reluctant to have business with me. On Minmatar side I've tested all listed agents - no one will give me tasks. What are the possible causes and how can I run those missions?

Are they all still Level 1 Agents? If not, your faction standing may not be high enough to run Level 2s for Gallente/Minmatar.

A plausible suggestion, but shouldn't they be of the same level for all factions? My Amarr standing wsa lower when I started than Minmatar standing now (in fact, it was negative, and my Minmatar is positive).

First of all, please state what is wrong with that Evelopedia page? I know lot's of players including myself who have referenced that page in the past.

Secondly, if you've already accessed the Circle Agents before, some of those agents may no longer offer you a mission due to them being overworked.

Thirdly, some of the Event Agents are lazy (bugged) and usually require GM intervention to have them offer you a mission. Just file a petition in-game.

Last but not least, after every expansion there is usually a couple of weeks with CCP correcting various things. This may be another one of those things needing to be corrected.


EDIT:

All of the Circle Agents are level 1 and available to everyone.

IIRC, starting Amarr agent as stated by Evelopedia was not actually starting. Well, in the past a lot of players have followed the progression of agents listed on that page and there's never been any problems reported like what you experienced. Also I was the one who created that Evelopedia page and the order of agents listed on it has been correct for a long time.

What you're describing actually sounds more like those agents have recently become broken or bugged which is probably the case.

Thank you for your work putting that page together! And you must be right, my problem looks like a bug more than anything else. I will file a petition today, let's see if that helps.

Hope the petition get's everything sorted out for you. It may take some time for the petition to be answered, so be patient, it could take up to a week or so.

If it is indeed a case of those Agents being broken and inactive, definitely update the thread with that info.

I have filed a petition, GM looked into the problem and admitted there is something wrong. Unfortunately, they weren't able to help me. There is something wrong with those agents, but I couldn't find out whether it's a problem between me and the agent, or a problem with the agent in general.

I'm leaning towards it's the Agents. Hopefully the GM gave you some sort of time frame on when those Agents would be active again.

Probably be good idea to check those Agents again later like after a patch. There's also other Event_Agents available.

I asked about that, the answer was somewhat vague, but it doesn't look like they're going to fix it anytime soon.

And thanks for the link, great collection of epic arc guide links in one place! I only managed to find some of those (and not all by myself). However, you're missing a link to a great Minmatar epic arc guide, I'll try to find it and post there :)
