WTB perfect refining character with standings near jita

As the title says, I am looking to buy a character with perfect or near perfect refining for all ores and ice. I am also wanting one that has high standings in a refining station in jita or in a surrounding system or nearby system. The goal is to have tax as low as possible.

Other than a Charon, I am not really interested in any other ships they could fly. Trade skills would be a bonus. I'm not needing a high sp character, just something to fit a need. However I will gladly look at reasonable characters that fit my requirements.
