After some light searching concerning frequency crystals, the most informative page seems to be here:

http://wiki.eveonline.com/en/wiki/Laser_crystals_%28Ammunition%29

According to this page, tech 1 crystals can be used indefinitely. However, looking at the attributes of a couple tech 1 crystals like Gamma S and Radio S, the volatility is 100% and volatility damage is 0.00025 HP. For tech 2 crystals like Conflagration S and Scorch S, the volatility is 10% and volatility damage is 0.01 HP.

So now I'm confused on what the volatility percentage means. The crystals all have 1 HP, so if it's a probability of damage, shouldn't that mean that the tech 1 crystals will break after 4000 uses?

What you are not seeing when looking at a regular T1 crystal is the fact that *faction/t2* crystals have an attribute listed under show info as "Crystals take damage: True". This is the crux of the entire thing. While regular T1 has volatility etc listed, it is missing that attribute and thus never takes damage.

In non-T1 cases, the % of volatility means the chance to take damage basically.
* Faction always (100%) takes a miniscule amount, leading to the exact 4000 shot limit, as you have correctly calculated.
* T2 (e.g scorch) has a 10% chance to take damage (1% dmg), leading to an approximate limit of 1000 shots.

i just locked an open door.. strange, yet symbolically compelling.
