I had this problem the other day when buying a toon. Make sure you pause your skill queue since as soon as that happened the transfer finally went through after 1-2 days of trying. Not sure if CCP changed something, but that was our problem when I encountered this.

Its because you have skills training, make sure you pause the skill queue, and are logged out of the character when transferng.
