PI: Cannot place new command centers in FW space

A member of my corp cannot place command centers for PI in lowsec now because the new sovereignty system for FW is in place. My corpmate is a member of the caldari militia, and attempted to place a command center in a caldari state sovereign system in blackrise and got the "Your alliance must hold sov to place a command center message".

i have the same issue today. i try to place a command center in a FW system controled by minmatar republique and i've got that message :
"You cannot place a CC as your not part of the alliance controlling the system" (or something like that).

my corporation is neutral (not engaged in FW).

That's odd, we didn't touch this at all, and this isn't intended.

a dust bunny is probably blocking the way

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

Can confirm this happened to my alt as well. We're in the Minmatar milita, but get a message "can not deploy as not member of the alliance holding sov".This is in a system where the Minmatar republic holds uncontested sov. Existing installations that were deployed already works fine.
