Cloaking ships and target lock delay

I am curious, and would obviously love some clarification / confirmation, about which ships can effectively use cloaks and not suffer from the targeting delay after decloaking. I know the Stealthbomber, Probe ship, Force Recon, and Strategic cruiser can all cloak and decloak without any targeting delay.
Is this correct or am I missing another class?

Cov ops and Force Recons actually do suffer from the targeting delay. It's only 10 seconds base on a cov ops cloak, though, and cloaking 5 reduces that to 5 seconds.

Bombers and blackops have no targeting delay. I'm not sure about cloaky T3s - it's not explicitly listed in the description of the covert reconfiguration modules and I've never tried it.

cloaky T3s have the same targeting delay as recon ships.

Bombers and Black Ops are the only ships that can start targeting immediately.

It's a shame the Black Ops is the only "CovOps" that can't use the CovOps Cloak

- ships that fit a covert cloak have 5 or 6 seconds targeting delay (depends on lvl of cloaking)
- ships that fit a non-covert cloak have a delay based on skill and cloak type but generally some 25 seconds
- bombers and Blackops don't have a targeting delay, regardless of the cloak they fit
