It's a common failing when the impetus is that the old code was "too complicated". It didn't become too complicated in a day - it evolved into that state as long-forgotten problems were encountered and unrecorded lessons learned. The new guys might've respected the code more, to leave it in, to try harder to mimic it, to clean it up rather than rewrite it, but all these complications made it ugly -- and who respects ugly? It's easier to conclude that the last guy was daft.
