How about the ability to hire an NPC decoy? Locator agents will have a chance, which rises with cost of decoy, to find the decoy instead of you. The longer you keep the decoy up the more he costs.

I like the bribing concord idea, though it should be for 1 time use for not being blown to bits or for sec status. The other I think is if we start charging people for concord to blow them up and fine them, find them for 10% cost of victims hull, ammo cost to blow them up and fee for concord to get off their butt to shoot you, comes with a curtosy kill mail from concord. Is it meant as a nerf to suicide ganking, no. But I think it be funny to have someone kill you than send you a bill for services rendered.Lol
