Would that be for the shooter or for the producers of the show?

Two more words: civil suit. The wounded actor (or their estate, if dead) sues the producers of the show not verifying that the "victim" wasn't packing a weapon. The shooter sues for the psychological damage of being tricked into shooting an innocent person.

Meanwhile the lawyers, the plaintiff, the tabloids and the late night comedy shows make a mint.

A reflex action takes 1/4 of a second, it takes longer than that to draw a concealed weapon so the shooter will be hammered for shooting an unarmed person. Hell, because the weapon was concealed that might even bump the charges up to voluntary manslaughter or 2nd degree murder if the shooter is a minority P

And if the shooter was in Japan they'd be in massive trouble for carrying a gun in Japan

I have come to the conclusion that every Japanese building is loaded with false walls and time actuated traps. Japan is certainly not a good country for the weak of heart to go visit.

I encountered one of their toilets when I was there, that was an emotionally traumatic experience
