CCP: How do we identify what's "just a Singularity problem?"

So there's a question that's been bouncing around in my head for a while now. I've always come to understand that given that you run Singularity on a very substantially smaller cluster than Tranquility, and given that you're almost always running builds that are not certified stable, a certain level of latency and general glitchiness should be expected from the test server since... well, that's just how things are. I don't venture to speak for everyone who flies on the test server, but I imagine there are other people who take the same approach.

Generally I don't report every little glitch, slowdown and bug that I see because I assume "this is just something that Singularity does" - for a long time, for instance, I assumed the fact that your character sheet doesn't always load instantly (or sometimes, at all) is just a "Singularity problem". I don't want to overburden CCP with bug reports or look like I'm spamming the tool.

Am I doing it wrong? Should I report everything and anything I see that's out of the ordinary?

Indeed, (not wanting to hijack but) I don't expect it would be right for me to raise a TQ petition about what I suspect is a Sisi proxy issue, but how should I report problems with just connecting to one of your test servers, CCP?
