PI Extractor won't start, is this a bug?

Extractor built. Linked to storage. Survey -> Select resource -> Extractor heads built -> Time selected -> Estimate of units to be collected acceptable -> Hit install program. -> Submit

Extractor does not install the program, goes back to not being active, with no resource selected.

WTF?

My other 13 extractors on assorted planets work fine, had this issue with a couple of them, but changing the extractor heads locations solved it. This stubborn one does not work with any of them.

Are you hitting the 'submit' button to pay for it?

Yes, I have tried hitting submit, but the extractor should tell you what resource it is going to extract, how long the cycle is going to take, and all of that while it is still in edit mode, not go back to "No resource selected" after hitting install program, but before hitting submit

My only guess is clear cache

If that still doesn't work file a bug report

anyway, I'd go with clearing the cache as mentioned above.

Are you trying to use multiple extractors to mine the same material? That's the only time I've seen this happen (or the second one only mines a very tiny amount).

Alright, I've tried clearing cache, and everything else, any other ideas?

I am stumped, has never happened to me and I have a lot of extractors. Maybe ask in Science and Industry.
