Slave/Crystal Set Counterparts?

I was just wondering if there was a good reason why there aren't counterparts for the Slave and Crystal sets? Why isn't there an armor rep bonus implant set? Why isn't there a shield buffer bonus implant set?

Is there any reason? Why can't we have these? What would be stopping their addition to the game?

The only thing I can see right now is that we've run out of races of pirates to drop them. In which case, I ask: Why not just have them as high-sec LP rewards? With the revamp to Factional Warfare, they'd be some pretty juicy prizes. Alternatively or additionally, why not just let any armor-tanking faction rat (Sansha, Blood Raider, Serpentis,) have a chance to drop either their racial set, or this new set. Conversely have the shield-tanking rats (Angels, Guristas, Rogue Drones) have a chance to drop the shield set.

I did some quick searching and couldn't find anything on the topic. If anyone wants to link me to another thread, that would be awesome.

because shield is not armor.
They meant to be different.
However, AFAIR CCP announced something to equal them, which is a sad thing IMO since shield and armor shouldnt only differ in the order they appear underneath locked ship icon.

I think CCP suggested adding shield slaves etc. primarily due to the imbalance with shield and armor capitals, where slave sets work but crystals do not. IMHO CCP should just stop slaves working and rebalance armor EHP to compensate.

Armor ships for PvE could do with a bit of a bonus too, maybe add some more armor rep/resist bonuses to ships. Or buff the repair bonuses on existing active tank armor ships.

Id prefer that to seeing implant sets become homogenised.
