Where does one find Talocan components?

As the title asks, I know it is in exploration sites (am thinking archeological), but if not what kind? and does system sec rating enter into consideration? Is there regions richer than others in these artifacts?

To be more precise; you find them in the Devils Dig Site deadspace complex in the Otitoh system.
