when using such modules as armor thermic hardener 2, there is both a passive bonus (when the module is turned off)
and an active bonus when the module is activated. Does the activation bonus add on to the passive bonus or does it replace it?

It replaces it.

If you could stack the passive armor tanking skills with the active hardener resists armor tanking would be seriously OP.
