[proposal] PI link upgrade UI

Pls make the PI link upgrade UI similar to Command Center Upgrade UI.

When you want upgrade more links to high levels, its a clickfest What?, and cannot calculate the cpu powergrid consume.
Need an UI where you can select all upgrade level with one click, and see the extra cpu and power consume at once for that level.
