Unable to apply unallocated skill points

This problem has been occurring for about one day. If I r-click a skill and choose "apply points", an error dialog appears which says:

"You must pause your training before applying skill points."

Okay, so I open the queue and click pause. Then repeat. Same error message. I've tried completely deleting all skills from the queue, same message. I can however apply skill points to a different character on a different account using the same eve install.

A ticket has been filed but its taking a very long time to get a response. If anyone has any ideas, I would welcome them.
