Blood Dens not spawning enemies.

There seems to be a specific style of Blood Den exploration sites that are not spawning any enemies for some reason. The one with 4 indestructible gas silos and a bunch of ind. freight pads between them. These really suck and they seem to have been bugged out for a while.

Am i missing something?
