Make CONCORD a player run police force

0.7+ actual CONCORD.
0.4, 0.5, 0.6 - CONCORD capsuleer vessels: Any criminal event makes a cyno, and is instantly notified to any concord capsuleer in jump range. Vessels have greatly increased combat capabilities, but can still be defeated. While a CONCORD vessel is on grid, no criminal ship can warp or attack any non-CONCORD vessel.
0.1, 0.2, 0.3 - Just guns on gates. CONCORD vessels have their anti-pod capabilities disabled in there - can still go, but aren't nearly as effective nor have freejumps.

Four highsec islands, with 0.4-0.6 corridors.
Could see this working.
Want to deliver a shipment from Caldari to Minmatar space? Make sure there's CONCORD vessels on your gates!
Piloting CONCORD vessels requires CONCORD rank for anything higher than low-tier frigate.
Warp-scramming and bullet-absorbing could be limited to certain classes, and *****.
