I'm killing the rats, where's my sec status?

I don't seem to have gained any security status increases since April 24, in spite of killing many mission rats (and getting the bounties to prove it)--kills where I was not in a fleet and I got all the killing blows. Is anyone else experiencing this? Is this working as intended, and I missed some change to game mechanics?

What's your security status? The maximum you're able to achieve is 5.01. Once ath this cap you're no longer gaining any higher rating (no more entries under secyrity status changes, too).

My sec status is holding at -0.8.

I am having the same problem. I'm killing rats. But locked at 4.6
