FPS UNSTABLE!!!

why is that my in game screen stopped a few seconds. no matter what am i doing, this situation appears constantly.

i checked my hardwares and my softwares, drivers are the newest and i got geforce gtx460 and amd 4 core cpu, what's the problem??

can anyone help me?

i'v set the performance to minimum, but this problem exist too!!

and i checked the fps monitor, my fps decrease to 0 for 3~4 seconds, that means my in-game screen stopped!!

that's really weird!
