Augments not [USED] when plugged in?!?!

So something glitchy has been going on with my augments lately. I was recently podded by stupid pirates on a 0.3 gate. When I got back I popped in my augments but got a strange message telling me "That learning blah blah cannot blah", however the augments were put in but not used up. When I tried to put them in again, it told me "FATAL: A trained physician is required to remove anything plugged into yourself".

WTF?
