I don't know if this is only in worm holes but cans will no longer let other people put items into them.
only the person who launched it can use it. other people in the corp can take from it but if you put some thing in you get this:

00:57:32 Notify You cannot put items into that container because it does not belong to you, and you are not a member of the fleet or corporation registered for access.


so... wtf? o_O

this also seems to be valid for cargo containers dropped from mission npcs, as i was not able to tractor my corp+fleetmates can.

also blueing wrecks/cans didn't work. they didn't turn blue and i couldn't activate the tractor on an abandoned can.
please fix
