Really, in my personal opinion, it boils down to an agreement made by two parties that, despite them thinking it should be, it shouldn't be over reaching to all players. This agreement I speak of is the "deal" between armor and shielf fleets for MOM kills. Any group of individuals should be able to go out and kill he MOM fleet if they want to. There is no authority held by either the TDF leader of the BTL leader to decide exactly WHO gets the capability to kill the MOM's. They are an open "resource" available to ANYONE that wishes to go and take on the challenge. That, right there, despite all other points that can be brought up, is the basic reason why any of this happened in the first place.

You have totally misunderstood the concept.
We welcome any 3rd party or more incursion runners who would like to run with us. This allows us to organize more fun events like lowsec and nullsec roams and similar.
The agreement is made because of CCP not taking proper action to fix the influence gain in the incursions. Currently an incursion can easily be put to 100 % blue capsuleer influence in less than 4 hours and thereafter killing the mom.

This IS NOT working as intended! CCP's intentions have always been to at least and as a minimum have the incursions last 24 hours. And no I am not pulling this out of my ass, go check the fanfest videos where the devs are discussing it right in front of 30-40 other people.

The agreement is dynamic, interchangeable and up for discussion at all time as long as the arguments against it are valid and logic.
The current design of the agreement is build up so the different mothership sites go through a cycle and where we are in that cycle gives different outcomes.

Overall condition. The mothership site is up for grasp only when the incursion is withdrawing. (I'll explain later why)

• First cycle: The mothership site is open for competition for all parties to participate when overall condition is met.


• Second cycle: The mothership site is open for competition only for BTL (or various shield fleets) when overall condition is met.


• Third cycle: The mothership site is open for compeition only for TDF (or various armor fleets) when overall condition is met.

We change cycle every time a mothership site has been cleared.

Why withdrawing? That is because the incursion community has grown in capacity the last 8 months to several thousands of pilots participating.
The overall goal is for everyone to be able to participate and not get drowned in competition in vanguard and assault systems because it's overcrowded. Having 2-3 incursions up at any given time takes the pressure off everyone's back.

Now when that is said. NONE of us owns the incursions. NONE of us can tell you what to do, but the thing is that thousands of pilots have agreed to overall design of that agreement, not because we're forcing it down upon them, but because it's logical gives everyone a chance to join in.

However the Message-Of-The-Day in BTL states that when you are in this channel and use this channel you agree to follow the agreement and this is what Raver and his alliance has failed. They have been banned because they broke a channel rule.
This is generally the rule in all chat channels, you break the rules, you can leave.

So once again, no one is forcing this upon you. FC's and channel operators don't have much more power than any other incursion runner. This agreement is up just for everyone's benefit and I (we) have spend many hours every week to create a community that is functioning properly and smooth.

Sorry, but there's no TL;DR.

BTL/TDF don't own the incursions or mom sites.

hypothetically anyone is allowed to form up a mom fleet and contest a site outside of the BTL/TDF purvue.
what makes this difficult is the lack of experienced pilots in 'incursion local.' making btl and tdf the most optimal channels for recruitment.
that said, these channels are the ones responsible for the mom deal and hence don't appreciate you recruiting from within.

the last time Goons came around to QQ there was nothing that btl/tdf could do except for form up and attempt to contest goons themselves.

Raver in this case got it in his head that he had enough fanbois and alliance mates that he'd be able to form up fleets on a whim. Mom sites can be completed with significantly fewer than the 80 allowable pilots.

Unfortunately a number of the corps in his alliance have since taken off, his alliance has been wardec'd and those few remaining fanbois are the quality of pilot who are unable to complete an assault site.

We can probably work something out, hit me up to discuss details.
