While I agree with various points made, I do think this is a rather ******** step when its already fine. EvE should be scary, and these "noobs" you refer to getting shot at constantly, well, its a learning experience everyone has to go through. Leave it as it is at the moment.

Well honestly, that looks to me like bully syndrome. Usually it may develop if you had rough "noob days". So if you had such scary learning experience, that doesn't mean every "noob" will have it (or deserves it). There are many smart new players who know the risk. However it's sad that people who were bullied, often think that others deserve same.

Anyway, I think that new system will bring more highsec PVP to everyone. (Except if you wan't to play EVE on Easy mode.)
