Exchange Concord LP for Sansha LP

Is this possible? I know you can do it for Amar, caldari, etc, but can you exchange Concord LP for the Sansha and Guristas LP?

You cannot and never could exchange concord LP for pirate faction LP.
How does that even make sense?
