Maybe 6-8b, the problem is that its not a really focused char. The best way to max your value would be to finish all T3 tengu skills and than try to fit a common tengu mission tanky/dps fit and skill what is missing. Than the next thing would be either to add production skills and some T2 invention skills or add more exploration, probing skills.

Tengu is stable in every pve mission also you shoot the webber first target down :D

For T3 it's not about the "real" value or stable, buyers just want a very focused T3 toon. So all subs should be lvl5, since this "looks better", also some will take a lvl5 strat cruiser skilled over a "mere" lvl4 one. So make it "look" focused in those areas :p
