From a software development perspective :

[cost - choose one]
a) testing beforehand : costs time, preparation, and salary for the tester(s)
b) testing in production : no extra salary, just get your dev on the horn and wake him up at 3am.

[long term cost- implied]
a) keep talent, product improves over time, quality but perhaps not as bleeding fast.
b) lose talent, developers want sleep, product degrades over time, more "new features" but more bugs, eventually product collapses under its own weight.

Just saying.

Tranquility will go offline for an emergency reboot at 16:20 UTC to fix an issue with players logging in. More information available

First: I played this game for seven years, don't think I need to "get used to" CCP. Especially in regards to downtimes, they've gotten quite alot faster during the years..
Second: I think you misunderstood what I posted. I meant this in a positive way, having an emergency reboot and expecting it to be 15, and i turns out to be 19-20mins, it's not too bad. And I'm quite happy to see CCP post an expected time, earlier years they'd leave us with as little information as possible. P

All in all a pretty "good" extended d/t.
