Thats how far the new patch gets loading in the launcher before hanging up. I have mac osx 10.6.8 Interl core i7 and 8GB DDR3

After restarting the launcher several times i just left it 'stuck' on 15%. After a long while it jumped forward to 21.5%, stuck there for a while, and has since slowly worked its way forward to finally complete. So I recommend sticking with it, looks like it may well just be really REALLY slow rather than actually broken.

After force quitting 5 times it finely finished but it moved much much slower and got hung up several times.

I appear to have just fixed it by following the advice in this thread to delete the common.ini file. Running the client after doing that (just drag the file into the trash but don't erase it, just in case) caused it to download the patch properly and then I can see Eve has created a new common.ini, and I'm flying around in space again.

This was due to some issues we had with getting data to the content delivery network (AKA the interwebs) more info in this thread:

This issue was resolved shortly after TQ opened up.
