COSMOS mission help?

Recently I looked up COSMOS missions,and decided to work at grinding rep for the appropriate corp to be able to do them, but once I get the rep needed and head over to the agent of my choice, he/she says they don't have a mission for me. this would mean there is some prereq I missed. Is there a general prerequisite mission I need to do before COSMOS missions or is it one of those missions that eventually pops up in your notification box at inconvenient times asking you to make 20 jumps?

Cosmos Agents require a specific amount of positive Faction standing for access which is higher than other Agents. Currently the Agent info box doesn't show the correct amount.

Most other Agents require either Corporation or Faction standing for access. If they accept Corporation standing for access, the Faction must be above -2.00 standing. R&D Agents require a set amount of positive standing in both Corporation and Faction standing.

EDIT:

Most Event Agents offer missions that give Faction standing increase and can only be accessed and completed once in the life of the character. As such, it's best to not fail, quit or let those mission offers expire.
