The name change: just another simple feature that should obviously exist but doesn't. Even eBay let's you change your name - retaining a name-change history, of course.

The trouble is that in eve, your name is a very powerful tool.
I for example am a no one that people hardly notice, if I asked for a 50bil isk investment for a "super dark secret times idea" people would likely say no.

If Chribba asked for the same, I susspect people would start investing.

On the other hand, if I build my self up and tare down an alliance for billions and billions, should I then be able to change my name so people can't find me?

Trust, only available if you have a single constant in game.
The idea of a "name history" is a way to facilitate this but it's very much a fudge.

People can and do change their names in real life in an attempt to escape their past.

With a small amount of effort, other people can research a person's past.

If someone wants to change their name because they chose 'Lord of Death' 8 years ago, then let 'em change it. Any previous names can appear under 'Show Info'.

I don't have a personal interest in this issue, by the way. All my character names are extremely awesome.

Oh look, two nobodies talking to each other about their limited conceptual spans. If everyone (in your own words) "hates me", then at least I have achieved some degree of notoriety, whereas you are meaningless minebears.

It was a good idea to put an "If" in there because the only claim to notoriety you seem to have is that of hypocrisy. Going by from what you have managed to contribute to this thread so far. Your previous post seems strongly suggestive towards that you value "helpful" posts within threads and despise the reverse. However, with that post you do the very thing that you appear to despise. But if you don't despise such behavior then that post doesn't make sense. So, either way you slice it you're a hypocrite. Maybe even a notorious hypocrite. And as such your opinions are by default meaningless and any notoriety for you a waste in it's current context.

On topic,
I think the rules that currently apply to having your name changed are good as they are. I've experienced my in game name to be difficult to pronounce for some people. So they just call me Al, the short version.

The biggest obstacle you'll encounter doing anything is yourself.

If nobody petitions him, nothing will happen.

But then maybe I should be flattered that he is stalking a 47 year old gay man in San Francisco Lol Maybe its really love.

Having an unpronouncable name is good - it means that you will never be called primary.

of course one of the issues here is CCP frowns on letting people get away with murder and then letting them hide behind a veil of anonymity.

case in point
say your friend is a corp thief, suddenly he's no longer able to be punished by his angry victims
or say he's a well known cyno alt or cap pilot, the name change gives him a tactical advantage
perhaps he's just a prat and people want to kill or wardec him on sight, again he evades the communal nature of eve

this is why its unlikely he'll get any help
nevermind the fact that most people when talking in public about the problems of "friends" are actually referring to themselves

it's pandora's box

however, since I posted this, you can expect a DEV will come in shortly and tell you "no prob, just have your friend send in a petition"

We, indeed, do not allow a player to change the name of a character for exactly these reasons. The best we can do is add proper capitalization of a name when it is written in all caps or all lower case.

fake petition it from another accountant, say that name is very offensive in Swahili and you are appalled.

Try this and, if we find out, you have a very quick route down ban street.

Oh look, for once you've actually posted something vaguely helpful, even if it is just quoting verbatim from the policy. Well done boy, I'm sure we can get you using cutlery in public again.

no wonder everyone hates you

For once I agree.

Same here...blocked his ass long ago. Unfortunately blocks don't apply to quotes. Roll
