New launcher activity: TCP 23.21.134.55 : 81

Every time launcher starts, it goes to
TCP 23.21.134.55 : 81
It just connects and does nothing (no data transfered except initial TCP connection).
If i block this activity, it crashes with error that it can't establish connection.

What is this for? Is it safe? Aren't you forgetting scalpel in patient's body?

This has to do with Launcher error logging. You can enable and disable this logging in the "Logging" tab of the Settings menu.

Okay I just wanted to know if this feature is legit and safe. Now I'll allow it to connect and work.

We've actually got a DNS record for the IP pending, but we're waiting for the records to be propagated before changing the configuration.
