CCP seems to act like *faction* fleet staging point is that faction 9/10 plex. There is some actual grounds for that. First of all it drops OPE - no other expedition that i know of do that. Second - its only two stages after initial complex. And third - its always escalating to completion. All in all some strange cross between DED and expedition complexes.
Anyway, when someone from CCP talks about 9/10 its safe to assume they are talking about *faction* fleet staging point.
