Launcher says client is ready, but it's not?

so i opened eve and a new patch was available to download, i got it and the downloader opens and starts downloading like normal (not the launcher).
The patch seemed to download ok and then the launcher popped up, it says client is ready so ok i press play, then eve opens up but it says an update is ready so i had to press ok again and then the old downloader opens again and tries to download again but i already have the files so it zooms through it without downloading and then the new launcher opens again and it says i can play but it just keeps saying an update is ready and tries to download, why is this? I have the same problem, launcher says that client is ready, then when the client opens it prompts with "patch available" making a loop. What I have noticed is that eve version is still 344784, clearing the caches doesn't work and the repair never repairs anything, it just calculates the hashes and deletes the "program data" folder. Applying the "evepremiumpatch349998" from the cache folder completes but doesn't solve the problem.

Alright, I did some digging around and found that launcher looks at http://client.eveonline.com/patches/premium_patchinfoTQ_inc.txt for the info regarding what version the client should be updated to. This file was showing that version 344784 is the current version and so the launcher was not updating as it thinks that the client is up to date. Then about an hour after my previous post, the devs changed that file, now the launcher tries to update but is unsuccessful, it gets to about 15% and stops. Here is the new launcher log output:

As far as I can tell it looks like the "premium_patchinfoTQ_inc.txt" on the server is still not in a proper state, it needs to contain hashes of some sort and the current hashes are set to 0:

so i had a little sleep tried restarting my computer, running repair.exe which just updates itself but then still fails and then eve.exe, eve gave me an update ingame so i click ok, then the old updater opens again and works fine and seems to download something small (3mb) that finishes fine then the launcher opens again which is now 1.09 and says that the client is ready i click play and i get stuck in the same loop EvilEvilEvil
as of now the new launcher has done absolutely nothing, the bar down the bottom has always been full and says the client is ready and that i can play the game but obviously i cantEvilEvilEvilEvil so frustrating

Resolved!

File http://client.eveonline.com/patches/premium_patchinfoTQ_inc.txt usually being cached and not updated properjy. Just resolved this issue for my brother by forcing refresh of this file in proxy settings.

Try opening this file in IE and hit Ctrl-F5, then run launcher.

Correct file content at time of posting:

This actually worked for me. IDK why we have to use our own browseres to do what this updater is supposed to do. But yes, this fix worked for me this time. Good job man.

WOW finally the launcher has decided to actually do something, but now i get "The server you are trying to connect to does not have a published update package" -.-' welp more troubleshooting i guess but thankyou for pointing that out, just cleared cache in firefox and the launcher has dexided to recognize that my eve is in fact not up to date haha

OMG CCP, can't you even get a basic patcher working?

I get this problem stuck at 15%, I don't have the proxy problems as others do.

It always runs to 15%, and additionally disconnects internet access when doing so.

I can't even run repair tool, as this does the same thing at stage 6/7.

Can I get some help? Please?
