Did you read the article?

There is a difference between onlive and steam.

Onlive the games are installed and run on their servers. You are just the terminal.

Steam allows you to download and play your game you purchase on your machine. They do upload your saved games to the cloud so any machine you play on will have your current save game but your machine is doing all the number crunching.
